Smart Meters for DISCOMs & Utilities

IS 16444. DLMS-COSEM. AMISP-Ready.

Smart meter, static meter, and AMI infrastructure for Indian DISCOMs, AMISPs, and state utilities. Manufactured in Haryana since 1947 (as OVN Engineers), now delivering next-generation AMI-ready hardware with RF mesh, 4G cellular, prepaid billing, and theft-detection built in.

Why DISCOMs work with us

Four reasons our meters land on DISCOM approval lists across northern and western India.

IS 16444 & IS 13779 Certified

Smart meters to IS 16444 (3-phase & single-phase, RF/4G) and static meters to IS 13779. Meets CEA accuracy, DLMS-COSEM, and NTP/time-sync requirements out of the box.

AMISP-Ready Infrastructure

Built for AMISP (Advanced Metering Infrastructure Service Provider) deployments. HES-friendly — works with every major HES vendor operating in India.

RF Mesh + 4G Options

RF mesh for dense urban rollout, 4G cellular for rural feeders. Same meter body, different comms module — simplifies DISCOM inventory and training.

Tamper & Theft Detection

On-meter detection for magnetic tampering, ESD, CT bypass, neutral missing, and cover-open events. Real-time alerts to the HES for AT&C-loss reduction programmes.

Utility metering portfolio

Our utility-side SKUs, organised by what a DISCOM typically procures.

Single-Phase Smart Meter

IS 16444-compliant. Prepaid / postpaid modes, RF or 4G comms, ToU tariffs, net-metering variant for rooftop solar consumers.

Three-Phase Smart Meter

For commercial, industrial, and large residential loads. Harmonic analysis, power-factor logging, kVA demand — all reportable via DLMS-COSEM.

Static Meter (IS 13779)

For sub-divisional and feeder-level installation where smart functionality is not yet required. Class 1 active, Class 2 reactive, pulse output for AMR.

AMI System & HES Integration

End-to-end AMI stack — meters, DCU, RF mesh, data concentrator units, and HES integration. Support for revenue management, outage detection, and prepaid billing.

RDSS & AMI rollout support

The Revamped Distribution Sector Scheme (RDSS) is driving the largest smart-meter rollout India has seen — 250M+ meters planned by 2026. Our team supports AMISP bidders and DISCOMs through the full procurement cycle: meter specification response, CPRI/ERDA test-report collation, BOM costing, sample supply for tender technical rounds, and deployment planning.

On the HES side, our meters work with every major HES platform active in India — Itron, Fluentgrid, Secure, Landis+Gyr-style integrations. Protocol stack is standard DLMS-COSEM with OBIS code support, so integration work is typically 4–6 weeks including FAT and SAT.

Frequently asked questions

Six questions DISCOM procurement officers and AMISP project managers ask before a sample order.

Yes. Our single-phase and three-phase smart meters are designed and tested to IS 16444 — the Bureau of Indian Standards spec for AC static direct-connected watt-hour meters, Class 1 and Class 2. Test reports from CPRI / ERDA are available for DISCOM procurement committees on request.
Yes. We supply to AMISPs (Advanced Metering Infrastructure Service Providers) and directly to DISCOMs. Our meters integrate with all major HES platforms certified for RDSS (Revamped Distribution Sector Scheme) deployments. Protocol stack: DLMS-COSEM on the meter, standard OBIS codes, configurable load profiles and ToU.
RF mesh is typically cheaper per meter for dense urban deployments (1 DCU per ~1000 meters, low recurring cost). 4G cellular makes more sense for rural feeders, scattered installations, and areas where RF density is too low to form a reliable mesh. Many DISCOMs deploy both — RF in the city, 4G on the outskirts. Our meter chassis supports both comms modules, so you carry one SKU for both use cases.
Yes. Our smart meters support prepaid mode as a configurable setting — no separate hardware SKU needed. Tariff tokens are pushed over DLMS from the HES, credit balance is displayed on the meter LCD and in the DISCOM app, and the meter disconnects the load automatically when credit is exhausted. Reconnection is automatic upon top-up.
Magnetic influence detection (external neodymium magnets), CT shorting / bypass detection, neutral missing / disturbance, cover-open events, earth-to-load anomalies, and phase-reversal on 3-phase meters. Each event is timestamped, stored in the meter's event log, and pushed to the HES in real time. Most DISCOMs use this data to prioritise physical inspections.
Yes. We've supported bid preparation for multiple state-DISCOM tenders under RDSS and previous IPDS schemes — specification response, BOM costing, CPRI test report collation, and installation methodology. Our parent OVN Engineers has been manufacturing for Indian utilities since 1947, so the commercial and compliance side is well-trodden ground.
